feat: start the player screenshot upload beta

This PR:

• Adds a beta rollout gate to the player-submitted screenshots feature. Only users who have opted in to beta features will see the button on the game page.
• Sets upload limits from a hardcoded 200 to being configurable via an env var (we'll start the beta at something very conservative like 20).
