Restriction already present in handling-tickets doc, but was not referenced in claims-system doc

We should probably consider also blocking this sort of thing at a technical level. I wonder if it'd make sense for DevC to keep a running list of these sorts of update requests that we can reference.

The trick here is that a ticket can be currently "addressed" and also open. (Waiting for save states, other information, etc)

TMO brings up a good point. Although perhaps even a pop-up when attempting to claim a game that reminds a player with open tickets that they must be addressed prior to making the claim.
