Also adds in a new DQ1 rule while I'm in here that was voted on a while back (for unsupported core/emulator tickets)

Adds a new rule to DQ1 regarding tickets closed due to using an unsupported core. These will be limited to 10 across all iterations of DQ1 for a developer seeking credit.
