Consolidate Phase 8 at Level 1. - document uv, Herdr, routing, worktrees and confidentiality findings; - preserve the private corpus executor, contracts, tests and EI subset wiring; - mark all private-corpus artifacts EXPERIMENTAL / NOT OPERATIONAL; - define the human roddy fallback with subset-first authorization; - record the systemd finalization debt for GPT-5.6 Sol / High; - exclude WvW, private logs, runtime artifacts, tokens and diagnostics.
