Verified the Daily Civic Intelligence Refinement Engine implementation. It successfully processes daily civic issues, updates severity weights adaptively, and generates index snapshots completely locally. Tests have been executed and passed. Fixed the test suite execution by correctly installing ts-jest dependency which was missing.
