Summary

• add a new near-term task-card doc that turns the latest NoName assessment into actionable cards
• link the new task-card doc from the project planning docs
• tighten Vitest discovery to src/ and explicitly exclude .review worktrees
• update test and development docs to reflect the new frontend test baseline
