Summary

• move low-risk NoName apply planning/execution helpers out of tauri_commands into noname_apply
• add runtime trace lookup/update helpers and a noname_command_support module for command orchestration support
• keep tauri_commands focused on Tauri command entrypoints and update C4 planning docs
