• port all eight active actions from the pinned Mission Planner Shortcuts plugin behind an explicit Planner Settings opt-in
• bind every action to the exact MAVLink link, system and component with fresh-telemetry, read-only, disarm and target-change safeguards
• require reject-by-default confirmation per command and serialize key repeats; preserve focused text input and omit the upstream commented Alt+F1 no-op
• update the parity audit to zero known portable upstream workflow gaps

• shortcut-focused tests: 11 passed, 0 failed
• dotnet format whitespace verification passed for changed C# files
