Copies the complete modem-classification matrix from current GTU master (6c1aa599): NV_MODEM_INFO passports for NV4/NV5, legacy NV5 status/config messages, NV_RX_STAT, strict NV4 UAVCAN node info, and guarded parameter signatures. Registers and replays the 53016 dialect message, actively requests it without sysID/compID ranges, and requests parameters for every newly identified modem.
