Moves the doc store from
.harness/to.rubstack/for the rubstack plugin. Storage is unchanged: docs stay doctier-encrypted (the policy's public entry points stay plaintext).Security-relevant:
.doctier.ymlpaths renamed,.gitattributesre-synced bydoctier init, and the dedicated rubstack cloud key added to.doctier/recipients.txtso Claude Code cloud sessions can read the docs.
