Summary

  • Replace the direct push in ca-template-changes.yml with a per-release docs/ca-template-<tag> branch and a gh pr create call, and grant the pull-requests: write scope that needs.
  • Widen the workflow permission allow-list to the new scope, and pin that the template update opens a pull request rather than pushing at the default branch.
  • Carry the 1.7.0 changelog section into templates/stackyard.xml, which the failed post-release run left behind.

Testing
All green. Added 1 test asserting the workflow opens a pull request, verified to fail with the push restored.

Checklist

  • Stays within the project constraints: one container, no runtime dependencies, no build step (see CONTRIBUTING.md).
  • Tests added or updated for new logic, and the full suite, lint, and typechecks pass.
  • Docs updated if behavior or configuration changed.
  • CHANGELOG.md updated under Unreleased if the change is user-visible.

The workflow committed the release notes straight onto the default branch,
which a ruleset rejects, so the v1.7.0 run failed after the release published
and the template stayed on 1.6.1.

Push a per-release branch and open a pull request instead, and carry the 1.7.0
notes the failed run produced.
