Summary

• Split the Dashboard list into a Dock group (with an n/4 count and an empty drop target) and a Home screen group. Show the Dock pill only while filtering.
• Add listGroup and canDropInGroup to the drag logic. applyDrop takes a target group and sets dock on the moved app, refusing non-apps and a full dock.
• Wire the group rules into native and touch drag. Show the dock-full notice when an app is dropped on a full dock. Cancel the pending dragging frame on dragend.
• Limit the move arrows to the row's own group through a shared topLevelRows.
• Replace the Settings tile's Hide button with Edit, opening a form with Show Settings on dashboard and Show in Dock.
• Settle the dock on every list save: docked apps leave their folders, and hidden apps leave the dock. A dropped app leaves every folder before it joins one.
• Skip docked folder children in the folder move arrows and the app count.
• Turn off and lock Show in Dock while the Settings tile is hidden, with a note.
• Open the admin from a docked Settings tile in the phone layout.
• Add list.dockTip, list.dockEmpty and general.dockNeedsShown in all locales. Remove the unused common.show, common.hide and general.hideSettingsAria.

Testing
All green, including the full e2e suite. Added drag-logic, reorder and dock-settling unit tests, e2e/dock-list.spec.js (15 tests) and a dashboard test for the docked Settings link.
