Summary

Add a concurrency group to Tests, End-to-end and CodeQL keyed by pull request number, with cancel-in-progress, so a new push cancels the superseded run.
Runs outside a pull request, including the release's call into End-to-end, are keyed by run ID and never cancel each other.
Add a workflow hardening test for the three groups.

Testing
All green. Added a test for the concurrency groups.
