Docs: empty-dashboard welcome screen - #41

The Settings icon is hidden while the dashboard holds nothing, so first setup now names the welcome screen's Open settings button and its import link as the route into the admin UI. The dock section states that an empty dock is hidden. Refresh the synced widget and js copies.
