feat: implement durable inspection workflow batches

Summary

• Implement durable outbox dispatch, task leasing, retry/recovery, and job replay foundations.
• Add image validation/download flows, inference submission/execution, rule management/evaluation, and human facts/finding review APIs.
• Add transaction, fencing, tenant/laboratory isolation, idempotency, audit, API boundary, and isolated MySQL coverage.
• Update architecture, interface, implementation-plan, and delivery acceptance documentation.

Validation

• tests/business tests/domain tests/protocol: 1477 passed
• Full isolated MySQL persistence suite: 386 passed on MySQL 8.0.33
• Ruff check/format and git diff --check: passed

Scope Notes

• Production deployment remains disabled.
• Real object-storage deployment, remediation, report/export, and full UI workflows remain follow-up work.
• Domain events are persisted to the outbox; the general domain-event publisher is not yet connected.
