Unify the business and AI interpreter baseline on Python 3.11 while preserving separate dependencies and processes. Replace framework fallbacks, align the authenticated fixture with generated AI contracts, reject production, and document ADR-PY-01 and I-01A acceptance. Validation: 25 application/protocol tests; clean AI-only environment; Ruff check and format; npm ci and dev build; production rejection; wheel/resource smoke; 228 synthetic readiness/release/D-FINE checks; generated artifacts and staged whitespace checks. Scope: development skeleton only. MySQL, durable jobs, real spawn computation, D-FINE/OCR/GPU inference, and production deployment remain later milestones. Runtime and auth changes require independent review. Rollback: revert this commit. No database migration or production data changes. Do not rewrite main history.
Add the frozen initial Alembic schema, tenant and administrator bootstrap, metadata verification, and isolated MySQL integration tests. Document the disposable database workflow, CI service, rollback guard, and I-01B evidence.
Update the I-01B handoff after I-01A merges and record successful remote checks without treating CI as review approval.

Before release, revert this commit. The initial migration downgrade is destructive and only permitted for explicitly confirmed disposable APP_ENV=test schemas. Do not use downgrade to roll back a production database.
