ORION owns the certified deterministic Core within the NEXAH Orientation Ecosystem. Its Version 1 baseline covers immutable Structural Representation, UNDERSTAND inventory, Structural Summary and Statistics, Relations, Navigation, Orientation Map and the certified Expression boundary.

ORION does not own the public website, the Human Workspace, Human meaning, Human decisions, Runtime, Gateway, LYRA execution, SIRIUS, applications or presentation.
The canonical baseline is docs/releases/ORION_V1_CERTIFIED_BASELINE.md. Earlier Runtime, Gateway, report and LYRA documents remain historical or separate architectural records; they do not redefine the certified Version 1 baseline.

The NEXAH Framework and Builder Hub are not vendored into this repository. The
canonical Library Registry currently lives under NEXAH/LIBRARY; the
constitutional Library House does not by itself require an independent
repository. Local working copies and reserved workspace entries are described
by workspace.yaml.

Under the adopted Ecosystem Constitution, ORION is the House that navigates. The certified Version 1 baseline owns only the structural Representation, UNDERSTAND inventory, Summary, Statistics, Relations, Navigation, Orientation Map and Expression boundaries named in the certified baseline. It does not own Experience presentation, Library identity, Runtime, Gateway, LYRA execution or Human interpretation, Reflection and decision.
The Phase 7A LUCY Concept Freeze remains a non-normative boundary record. LUCY is not an ORION component or constitutional House. The Human remains the one who reflects and decides.
The Phase VIII audit recommends the ORION Version 1 baseline for stable freeze. Core architecture stays in maintenance mode: a change to frozen terminology, responsibilities, authority, contracts, dependency direction or structure requires explicit Architecture Review and an accepted ADR.
Earlier public-contract, Runtime, Gateway, provider and LYRA modules remain explicit-path historical or experimental artifacts. Their presence in the working repository does not make them part of the certified Version 1 Core or its public release claim. LUCY remains research outside execution.
Architecture Plates follow a source/artifact rule: SVG files under
docs/architecture/plates/src/ are canonical and editable; PNG files are
generated documentation artifacts and are never edited directly.
The earlier Operator Registry and T01–T15 transition prototypes remain
non-executable historical architecture slices. Ollama remains an opt-in
experiment and is not part of the Version 1 public Runtime. Run all isolated
tests with make test; the Ollama integration remains opt-in through
make integration.
No registered transition is currently executable. ORION can navigate documented
representation routes, attach declarative operator metadata and produce
Transformation Plans and blocker reports, but it never generates a
Representation Target; produced_representation remains None.
The repository version is 1.0.0. Its supported scope is exactly the certified
baseline through WP30. Earlier Public Contract, Runtime, Gateway, provider and
LYRA work remains available as historical or separately governed material and
does not broaden the Version 1 release.
The public repository identity is

It publishes the independent ORION Version 1 certified baseline. Publication
and downstream compatibility remain bound to the exact immutable release
revision and canonical fingerprint. The verified NEXAH Core pin is unchanged.
