Document the Framework 1.0 freeze record

What changed

• replaces planned candidate language with the actual frozen Framework 1.0 state
• records tag framework-v1.0.0 and exact commit 87f438d
• clarifies that later documentation commits do not move or reinterpret the freeze
• preserves all independent component version authorities and existing limitations

Boundaries

Documentation-only release hygiene. The frozen commit, tag, architecture, OLS, Kernel, Constitution, ORION, Experience, research claims and historical tags are unchanged.
