Run the pkg.pr.new publisher on the Windows hosted pool. Ubuntu publisher jobs remain queued without runner assignment, while the Gbot Windows release was assigned and successfully installed and built the same Agent Bundle compiler baseline.
Use portable double-quoted package paths in preview:publish so Windows lifecycle scripts resolve the same directories as Bash. The reusable publisher still builds all packages, publishes through the official pkg.pr.new CLI inside GitHub Actions, and verifies all four immutable commit-addressed artifacts before the version job can run. No authentication, artifact verification, or provenance checks are bypassed.
Validation: rebased onto current main (a0652c1957), then pnpm build, pnpm typecheck, pnpm lint, and pnpm test:unit passed (4465 tests, 6 skipped); independent review passed. The actual Windows publisher must succeed before consumers pin its artifacts. CI-only change; no changeset required.
