Time-based Auto Import Execution

Feature Description

Related to #174, but simply the triggering of the execution of an import on a time-based loop.

Should be definable on a per-folder basis, with a granularity specified by the user. I'd be fine with every 5 minutes, but I could expect someone to fallback to every 6h, etc.

For my particular use case, Shoko has the media directories mounted via CephFS, which is unreliable with reporting filesystem updates.

Sounds like a good feature for a sample plugin. I'll give it a try this week sometime

Alternatively @preeefix could tell Shoko when something arrives in it's managed folder(s), by using the notify endpoints on daily. No inotify required.

(The last endpoint uses relative paths, not absolute paths like the description says.)

That's what people do now, but like I said, it would be a good sample plugin
