Closing without merging: this repo's CI enforces a manifest gate — every tracked file must be recorded in MANIFEST.json with a hash (test_manifest_covers_every_tracked_file). Adding root-level community files would trip that integrity gate, so they're deliberately not added here. The repo already carries detailed contribution/conduct guidance in its own structure. |
