Create legacy is a 1.12.2 Forge mod and a backport of the popular 1.14.4+ mod Create.
To use the mod, you have to either download the mod from its curseforge page, its modrinth page or build it from source.
Once you've downloaded Create Legacy as a .jar-file, you have to place it into your minecraft instance's mods folder:
On windows, you can find your mods folder by pressing Win+R and then typing %appdata%/.minecraft and then looking for a mods folder, if there is none, create it. The alternative is to use an application such as the Curseforge app to manage your minecraft instances and mods.
Once you've put the mod file into the mods folder, you need to start minecraft with Forge 1.12.2. You can get Forge 1.12.2 here and a guide to install Forge 1.12.2 on windows can be found here.
