Adds default-Local Commons modes, exact public-model identity, closed-schema evidence compiler, verified cache, durable outbox, bounded sync, real Codex SessionStart/SessionEnd integration, enforcement separation, privacy inspection, concise docs, deterministic plugin runtime, and synthetic E2E/security acceptance. Full local verification: 736 tests, Ruff, strict mypy, runtime provenance, reinstall/status/doctor/privacy; Shadow and Local Only preserved. Production Ingress activation remains blocked only by missing dedicated Cloudflare and repository-scoped service credentials.
