Adds exact GPT-6 Astra model-specific local evidence and compatible Commons namespaces. Includes rebuilt plugin runtime, Codex 0.153.4 hook compatibility, a digest-pinned Pro solver backend, the complete 731-task manifest, protocol, and official reference-validation artifacts. README distinguishes reference validation from model performance. All 1,462 paired model executions and their official grading are NOT complete; no token-saving percentage is claimed. Keep draft until operational verification and remaining benchmark work are resolved.
