The Rust eso_manifests/eso_refresher modules weren't run through cargo fmt before the parity merge, so the config CI Format check went red. Apply cargo fmt. All per-language format checks (rust/go/python/dotnet) now clean. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
