引擎 0.1.0（95d7f67 → c22dded）：base-tests 无 tests/ 时跳过、policy 输出 [platform] 批准方式、 upgrade 拒绝非 main 提交。度量与周报的 v0.8.0 基线改为 checks.toml [metrics.baseline]，此处补上以保持输出不变。 Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
