与 delivery-harness 统一（用户 2026-10-03 决定）：Codex 模型统一用 gpt-6.1-sol； 推理强度从 max 降到 high，节省额度。当前默认评审方仍是 opencode，本改动只在 使用 --reviewer codex 时生效。 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

与 delivery-harness 统一（用户 2026-10-03 的决定）：
.harness/config/rules.toml：codex_model从gpt-6-sol改为gpt-6.1-sol，codex_reasoning_effort从max改为high。tests/test_harness_review_independent.py第 73 行：这个断言读取项目配置里的模型名，随配置同步修改。第 71–72 行是显式构造参数，与配置无关，没有改动。当前默认评审方仍是 opencode，所以这次改动只在显式选用 codex 评审方（
--reviewer codex）时生效。已核对
bin/verify通过。第一次推送时，这条断言没有同步，pre-push 拦了下来；补上后通过。需要你判断的
