基线评审文档按 2026-10-09 迁移决定移除后，覆盖核对不再读该文档， 失败类型全集（F1–F7、X1–X6）按迁出时快照固定为常量；断言强度与 测试数不变，仍核对 review-checklist.md 覆盖全部类型

test_checklist_covers_every_failure_type改用固定类型集（F1–F7、X1–X6，按迁出时快照），不再读已迁的基线文档；断言强度与测试数不变。机器输出
bin/harness docs：40 份 Markdown 相对链接全绿、无陈旧状态bin/harness acceptance：69 条编号，可自动化 54 全有测试、缺口 0bin/verify --quick：通过依赖
先合并 delivery-harness #221，再合并本 PR（本 PR 改写的绝对链接指向引擎仓库 main 的路径，需其先行可达）。
