Side-effect class network_call, capability net, fails closed when no worker is configured; landed docs carry provenance into the estate sinks (mesh evidence / ledger / GooseNotes note inbox) and the terminal receipt cross-links the evidence. The capability, governance, and receipts already exist in Agent Machine; the native command/profile UI rendering is TurtleTerm-side (Rust) follow-up.
