Makes the governed web-acquisition capability explicit in TurtleTerm's Agent Machine integration contract.

Acquisition is now a first-class Agent Machine capability — the acquire built-in tool (fetch/crawl through the governed plane: policy → robots → rate → reputation → provenance → SynapseIQ enrichment → sink), advertised via /api/status and over the Noetica MCP. TurtleTerm reaches it through the same governed boundary as any other side effect (turtle-agentd → Agent Registry → Policy Fabric → Agent Machine), never fetching directly.

Documents the flow + turtle-agentctl invocation, side-effect class network_call/net, fail-closed when no worker is configured, and how landed provenance flows into the estate sinks (Prophet Mesh evidence / ledger / GooseNotes note inbox) so the terminal receipt cross-links evidence.

Honest scope: the capability + governance + receipts already exist in Agent Machine; rendering it as a native command-palette/receipt view is TurtleTerm-side (Rust) follow-up — flagged, not done here.
