…onReceipt v0.2, QuorumProof v1.1) Reconciliation proved both were live in services but absent from sourceos-spec. Adds them under the a2a-governance convention (sourceos.dev kebab-versioned, like policy-decision.v1.1): schemas/quorum-proof.v1.1.json + schemas/autonomy-admission-receipt.v0.2.json. Registry 355->357; both added to ownedSchemas; valid draft-2020-12; reconcile tests updated (7 pass). Follow-up: consumers re-vendor from these canonical copies.

Rebased onto main after #285 merged (the reconciliation machinery). Adds the two contracts the tool proved were live-but-orphaned, under the a2a-governance convention (sourceos.dev kebab-versioned): schemas/quorum-proof.v1.1.json + schemas/autonomy-admission-receipt.v0.2.json. Registry 355→357; both in ownedSchemas; valid draft-2020-12; reconcile tests pass. Supersedes the closed #286 (its base branch was deleted on #285's merge). Not auto-merging.
