The release workflow uploaded beta.3 successfully, then GitHub returned 404 from the release-by-tag endpoint because that endpoint only returns published releases. The draft and its eight verified assets remain intact.
Resolve the draft with the CLI and use its numeric release ID for REST reads. Add a maintainer-triggered recovery path from main that checks out the existing tag, reruns the original source/CI/manifest/attestation checks, and publishes only a complete draft whose asset hashes match that verified build. Recovery does not upload or replace files, and rejects a different tag, non-beta release, changed assets or an already-published release. Tag and manual runs share a concurrency group.
Validation: actionlint; actual draft lookup by ID; all eight downloaded draft files pass the source, manifest, checksum and SPDX checks. The exact workflow guard accepts that complete draft and rejects seven modified metadata cases (published, wrong tag, non-beta, missing, changed, duplicate and extra assets). Required Windows/CodeQL checks run before merge. After merge, resume the retained beta.3 draft and verify the downloaded immutable release end to end. No production application behavior or existing tag changes.
