… release pip caches the PyPI simple index page for its max-age (600s). Without the flag, every retry inside that window re-reads the cached miss.

Second half of SIM-5521. The simmer-sdk half is open as SpartanLabsXyz/simmer-sdk#392.
Why
sdk-example-bind.ymlinstalls a pinnedsimmer-sdk==<version>immediately after a release. PyPI index propagation lags the publish, so the pinned install fails on a version that does exist, and the docs bind job goes red on a healthy release.What
Wraps the pinned install in
install_pinned_sdk()— 10 attempts, 30s apart — for both thefloortarget and the dispatchedclient_payload.sdk_versiontarget. The unpinned--upgradepath is unchanged, since it has nothing to wait for.Provenance — read before reviewing

Treat the adlai88 authorship here as a credential artifact, not as Adrian having written or reviewed this.
