ci: add GitHub Actions CI matrix on Linux + macOS (P2) - #3

Adds .github/workflows/ci.yml with two jobs: shellcheck on all *.sh (SC2254 excluded — check-ownership.sh deliberately uses dynamic case patterns as globs, which is the parser's contract) and a fixtures job matrixed on ubuntu-latest + macos-latest that runs run-tests.sh and install-rollback-test.sh. Documents POSIX-shell / Linux+macOS scope in README.md and README_IT.md. The P4 run-mechanical-checks.sh step is deferred to its own PR.
