This PR migrates the configuration of Protobuf Gradle Plugin to from
buildSrc-based routines to our plugins introduced in this PR in ToolBase.Outdated
ProtoTaskExtensions.ktandcompile-protobuf.gradle.ktswere removed. Build files were adjusted accordingly.
