Show the exact message before a Buddy escalation is confirmed

User Story

As a user, I want to see the exact question that will be sent to my project manager before confirming “Flag this to the PM”.

Context & Motivation

Buddy-proposed escalation actions currently show only a confirmation label. Users cannot verify or edit the actual question being submitted.

Acceptance Criteria

• A flag_to_pm proposal displays the complete proposed question.
• The user can edit the question before sending it.
• Confirming the action submits exactly the displayed text.
• Cancelling the action does not create a knowledge request.
• The preview works in both the full Buddy page and floating Buddy widget.

Technical Notes

Confirmed: ProposedAction.question already exists on the action type (types.ts) and is populated for flag_to_pm proposals, but BuddyActionProposals.tsx never reads action.question — the confirmation view only renders the generic action.label plus Confirm/"Not now" buttons, with no text preview and no input to edit it before onConfirm fires.
