Adds opt-in Jev evaluation for search ranking, final context evidence, group labels and duplicate behavior checks. Requests are batched, bounded and cached; failures preserve local ranking, and Jev stays off by default.
Includes 1.18.0 package/plugin versions, regression tests and reproducible evaluation reports. Typecheck, release artifact verification and dependency audit pass. Prior quality testing includes 49 same-snapshot queries, 17 final packet/context regressions and 36 synthetic decision variants; detailed limitations and costs are documented in docs/jev-v2-evaluation-2026-09-24.md.
