Backups.withPgDump/Backups.withMysqlDumpto stage dumps through/tmpbeforecp-ing them onto the FUSE-bound backup target. This package doesn't use either helper (grep confirms), so the bump is purely a hygiene refresh — no behavior change for Bitcoin Core.Test plan
