Dependencies are listed in the setup.py, they only need to be updated in one place now
* Allow ortools <9.15 (9.14 is the current version)
* Requires updates to transitive dependencies i.e. cvxpy and potentially ropwr

fyi rbirnbaum (@reuven-birnbaum) to run the workflow on a branch you need to add the branch to the .github/workflows file like this https://github.com/StateFarmIns/optbinning/pull/2/files#diff-ee49282f461b4c8ad179f79dd5bcdf93124561074c64a771366caf93e99b9320R11

It's running in ci, so no need for interaction.
