DP-57 Add npm workspace package discovery summaries

Summary

• Add read-only npm package discovery summaries for diagrampilot discover packages --json.
• Report root package metadata, workspace packages, scripts, entrypoints, dependency sets, and internal/external dependency edges.
• Preserve shared discovery ignore handling and report unsupported package managers or ambiguous workspace declarations as diagnostics.
• Update the @diagrampilot/core package size budget for the intentional package-discovery surface growth.
