Two small dock fixes, then the version bump for v0.5.0.

Fixes

  • Icon stays raised after hovering the chevron #16: Hiding or showing a tooltip no longer stops the icon hover animation. Before, an icon could stay raised part-way after the pointer left the chevron, and the next hover then jumped because its start time was stale.
  • Show hidden icons tooltip covers the flyout #17: The "Show hidden icons" tooltip no longer shows while its flyout is open. Before, opening the flyout hid the tooltip, but the next mouse move over the chevron scheduled it again, on top of the flyout.

Release v0.5.0

  • Bumps wisp and wisp-settings to 0.5.0.
  • The README now covers "Keep the dock visible" and minimizing an app by clicking its icon.

After this merges, pushing the v0.5.0 tag runs the release workflow.

Tests: cargo fmt --check, clippy --all-targets -D warnings, cargo test --workspace (85 + 18 passed).

Tooltips no longer stop the icon hover animation, which left an icon
raised part-way after hovering the chevron (#16). The chevron's tooltip
no longer comes back over its own open flyout (#17).

- Keep the dock visible: a new option reserves the dock's space, so
  maximized windows stop above it. Full-screen apps still hide it.
- Click the app in front to minimize it, as on the taskbar.
- Dock clicks switch apps while Action Center, Start or search is open.
- Wisp hides the taskbar when started from the Start menu.
- Configs that lack newer keys read them from the defaults.
- Dock icons keep their place when clicked; sharper tray icons.
- Windows 10 falls back to its own icon and text fonts.
