Note about yarn version requirements for building develop branch
Change 127.0.0.1 to localhost so it works with linux and windows. Was failing to load in GUI on Windows.
Add Start Time field to playing parts, still need to make analog for parts

Update develop readme to note that yarn 1.2.x no longer works.
Change 127.0.0.1 to localhost as 127.x fails to load in the GUI when building on windows.
