i18n: translate the fork's resume chooser and managed-server update help into pt, ru, tr and zh-Hant #65
Description
Found while syncing #64. Upstream added Russian, Turkish and Traditional Chinese catalogs (stablyai#34717, stablyai#34718, stablyai#29795), and Brazilian Portuguese earlier (stablyai#31627, 2026-10-21). None of the four carries the fork's translated strings, so those languages show English for them:

The fork's update-source strings (GeneralUpdateSettingsSection, ReleaseChannelSection, 16 keys) are English in every catalog, which is not changed here.
Why it matters: agent-resume-chooser-locales.test.ts says the chooser is a blocking decision surface, so "every shipped locale must carry the block" translated. The test lists only es, fr, ja, ko and zh, so it still passes.
Fix: add the two blocks to pt.json, ru.json, tr.json and zh-Hant.json with each language's plural forms for the age counts (upstream stablyai#34693 resolves counts with each language's plural rules), and add the four locales to the test's TRANSLATED list.
#64 already gave the three new catalogs the fork's titlebar value (auto.App.5096cbbc86), which pt had.
