Correct command suggestions to match the arguments accepted by Thievery, including the current prefix and applicable permission or sender context.

• Thievery-01: Root suggestions filter the current prefix case-insensitively. Internal command callbacks are unchanged.
• Thievery-02: Lock owner suggestions include living current online character UUIDs and uniquely resolvable single-token names. Dead/missing, ambiguous, reserved and multiword names are excluded; server and the older-TLibs compatibility guard are retained.

Validation: tfmc-mvn -o -B --no-transfer-progress clean verify passed (1074 tests, zero failures, errors or skips), including command-completion regressions. git diff --check passed.

CI follow-up: the owner-completion regression now uses a deterministic UUID beginning with a, proving that valid ID suggestions remain when an ambiguous Alice name is omitted. This removes the random UUID-prefix collision that failed the first GitHub build. Full verification still passes all 1,074 tests and the existing coverage gate.
