chore(claude): add skill-creator for contributors - #32

Contributors write skills for the knowledge base, and skill-creator is Anthropic's procedure for drafting a skill, running evals against it and tuning its description for triggering. It lives in this repository's own .claude/skills/, beside review-knowledge, so it is never selected into a generated project and is not shipped in the npm package. Copied unmodified from anthropics/skills at ca45fc496a3436251f191354091d557da31c15b5, with its Apache-2.0 LICENSE.txt alongside. NOTICE records the source, commit and copyright. It is not under upstream.yaml, so `npm run sync` does not refresh it. Closes #23
