Badges now come from the Retro WFC API (/api/badges/all) instead of the WheelWizard-Data repo, with badge ids matching wfc-bot's list. All RWFC badges get a style and tooltip, including the new roles and tournaments.
Badge loading now uses the Retro WFC API through a new RrRooms service. Application and feature code use that service, while badge identifiers, styles, labels, and previews are updated.

Summary
Badge API contract and loading WheelWizard/Features/RrRooms/Domain/*, WheelWizard/Features/RrRooms/RrBadgeSingletonService.cs, WheelWizard/Features/RrRooms/RrRoomsExtensions.cs, WheelWizard/Features/WheelWizardData/Domain/*, WheelWizard/Features/WheelWizardData/WhWzData*, WheelWizard.Test/Features/RrRooms/RrBadgeTests.cs, WheelWizard.Test/Features/WhWzDataTests.cs
The RrRooms API adds a badges endpoint and response type. RrBadgeSingletonService loads and validates badge IDs, stores the resulting mapping, and looks up badges by friend code. Badge loading is removed from the WheelWizardData service. Tests cover API results, filtering, ordering, lookup, and replacement.
These consumers and their test setups replace IWhWzDataSingletonService badge dependencies with IRrBadgeSingletonService. Room, license, leaderboard, and profile code retrieve badge variants from the new service.
Badge styles and labels WheelWizard/Features/WheelWizardData/Domain/BadgeVariant.cs, WheelWizard/Features/WheelWizardData/Views/CommunityBadge.axaml, WheelWizard/Features/WheelWizardData/Views/CommunityBadge.axaml.cs, WheelWizard/Features/WheelWizardData/Views/LeaderboardPodiumStep.axaml, WheelWizard/Features/Settings/Views/AppInfo.axaml, WheelWizard/Views/Styles/Resources/Icons.axaml
BadgeVariant now has explicit numeric IDs and revised names. Badge styles, tooltips, tournament tier pseudo-classes, and previews are updated. Shield and Flask icon resources are added.

Badges now load from the Retro WFC API. If that request fails at startup, badges stay blank for the session because nothing retries. This affects display only, so the PR is mergeable. A bounded retry would make it more robust.

Full details: Linked Issues check
Explanation
Issue #530 requires the Retro WFC API to be the authoritative badge source. IRwfcApi now exposes GET /api/badges/all. RrBadgeSingletonService loads that response, validates and stores the badge data, and replaces the former badge loading path. Registration and updated consumers use IRrBadgeSingletonService. RrBadgeTests cover API failure, filtering, sorting, deduplication, and replacement behavior.

Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 9 functions across 17 files. (4 skipped: 4 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
Full details: Out of Scope Changes check
Explanation
The badge API, service, enum IDs, badge styles, tooltip mappings, consumer updates, and related tests support the stated badge-source change and its current PR description. Icons.axaml also adds Shield and Flask resources, but the available evidence does not establish whether these resources support the new badge presentation or are unrelated.
Resolution
Provide evidence that the new Shield and Flask resources support the badge changes, or remove them if they are unrelated.

GetAllBadgesAsync failures a bounded number of times, honoring cancellation
