Make PenguinMod Auth

So this will be PenguinMod Auth. PenguinMod Auth will be for Snail IDE and TurtleMod(Not done yet but make the Auth). PenguinMod Auth will be by 3 things

1. By using a generated code in the Authentication Project
2. By making a project with the # where the user makes a project and has the # and the code after the # like #43bd7ewg6 and the user have to send the link of the project, but put the Hashtag code in the credits and notes only(Optional: Put in name)
