Include the machine-readable plan in authority checks
The new guard scans only these prose surfaces, so it passes while docs/work-graphs/repository-plan-report.json still states that EDCM is a downstream UCNS consumer, assigns morphology and definition construction to UCNS, and instructs agents to wait for upstream UCNS receipts (:27, :56, and :100-114). Portfolio tooling and agents consuming that current-plan report therefore receive the opposite authority model from this commit; migrate the report and include it in this consistency guard.

Add construction to the canonical evidence states
This newly makes constructed representation a non-collapsible evidence state, but CANON.md:83-92 still defines only represented, candidate-measured, experiment-supported, and canonical states and says the repository permits states 1–3. A completed but unmeasured gonol construction consequently has no canonical status and must be mislabeled as either merely represented or already measured; add the construction state to the canonical taxonomy and its permitted-state declaration.

Pin the authorities behind the boundary correction
This attributes the correction to UCNS geometry-only canon and then imports a specific METAPAT affixiation definition, but none of the changed authority surfaces records the exact governing UCNS or METAPAT commit; the hashes elsewhere in the repository belong to explicitly historical adapters and experiments. Once either upstream head moves, the source that authorized this correction and its allowed geometric operations cannot be reconstructed, despite .agents/skills/gonol-build/SKILL.md:27-36 requiring those commits before selecting construction rules; record the exact identities or preserve the boundary as hmmm.
