The edcm package now exists at The-Interdependency/edcm; the canonical measurement package (backend_old/src/edcmbone @ 05eee6d) is mirrored there at edcm/measurement/. Mirror, not move: edcmbone stays canonical L0 and the layer-split phases stay gated as written. Resolves the location-of-edcm hmmm; all other hmmm items remain open.
