Third re-sync round. skill-lib PR #44 corrected two doctrine-content defects in test-build/SKILL.md and doctrine/msdmd-checks.md (operator-consumed CHECKS fields; no-exec self:: resolution via parsed defs). This brings the vendored copies back to verbatim compliance with current canonical (skill-lib@05ee7aa). - Overlay canonical test-build/ verbatim; refresh doctrine/msdmd-checks.md. - Bump the .agents/skills/README source commit to skill-lib@05ee7aa. Verified clean with tools/check_consumer_drift.py against skill-lib@05ee7aa. Adds the repo-level msdmd collection point ORG_DISTRIBUTION.md asks every consumer to carry, generated by `python -m msdmd.collect` over this repo's module-local msdmd blocks (source_commit recorded in-file). Read-only index of the repo's MODULE_BUILD/CONTRACTS/CAPABILITIES/etc. declarations and edges; it imports the vendored .agents/skills/msdmd/collection shapes.
