When this report is processed by portfolio_plan.py, only cross_repository_relations become portfolio dependency edges, so omitting METAPAT makes the generated portfolio claim that EPAC has no semantic-source relationship. Both docs/work-graph.json and docs/graduation.json identify The-Interdependency/metapat as the semantic authority/upstream for affixiation and harmonic terms used throughout EPAC; add that relation with authority_transfer: false so the projection preserves this boundary. .agents/skills/interdependent-work-graph/SKILL.mdL47-L51

Because portfolio_plan.py publishes authority.owns verbatim as EPAC's current authority, listing the repository-local candidate constructions here presents EPAC as their implementation owner even though docs/graduation.json records only a stabilizing candidate with authority transfer incomplete. Until the immutable release is reconsumed, stack remains the candidate owner; restrict this field to repository-state/evidence custodianship and describe EPAC implementation/public-contract authority only as a future role. .agents/skills/project-incubation-graduation/SKILL.mdL23-L29

The aggregator emits blocked separately from hmmm, so leaving this array empty makes the portfolio report no blocked work even though docs/graduation.json marks license_distribution_rights and clean_build_install as failed and the next release-qualification action depends on resolving them. At minimum, record the unresolved license/distribution gate here so consumers do not mistake the release frontier for immediately actionable work. .agents/skills/project-incubation-graduation/SKILL.mdL30-L31

The delivered entry marks standing-wave candidate constructions as implemented, but a repo-wide search for standing-wave and standing_wave finds only README and research-status statements describing this as a live modeling direction with unresolved ontology; no source module, receipt, or test constructs such a candidate. Since the portfolio aggregator republishes this entry as delivered work, split the entry or remove the standing-wave portion until executable evidence exists rather than promoting an unresolved direction to implementation evidence.

The aggregator copies this authority block without consulting docs/work-graph.json or docs/PROVENANCE.md, but non_transfer drops those sources' explicit semantic- and measurement-authority boundaries and mentions only empirical, physics, chemistry, proof, and geometry standing. Adds EPAC's repo-owned machine-readable portfolio report under the frozen skill-lib v1 contract. It records extraction provenance, preserved falsification evidence, UCNS/stack boundaries, and the still-incomplete release/reconsumption authority transition.
